Designing a Compliant E&I Infrastructure for a Chemical Storage Terminal

A large tank terminal operator in the Vlissingen region partnered with Contec to engineer a reliable and regulation-compliant electrical and instrumentation (E&I) system for a new ammonia storage and transfer facility. Spanning concept to detailed design, the solution addressed all relevant safety legislation and delivered a full documentation package for execution by third parties.

Designing a compliant and future-proof E&I system in a hazardous chemical storage zone required careful navigation of safety regulations, redundancy requirements, and contractor-ready documentation.

Our approach

From Concept to Construction: A Structured, Standards-Driven Workflow

Concept Phase
We began by analyzing the client’s Basis of Design, feed study, and applicable legislation (PGS12). Potential gaps were identified and addressed early on. Deliverables included ATEX zoning, I/O and load lists, and conceptual layouts for power and control architecture. A high-level budget estimate guided the project trajectory.

Basic Design
Using input from P&IDs and equipment specs, we created block diagrams, datasheets, and 3D model inputs. We supported HAZOP sessions and developed RFQ packages for all major systems including LV/MV switchgear, UPS, gensets, and lighting.

Detail Design
We evaluated supplier proposals and produced complete E&I documentation. This included electrical and instrumentation schematics, loop diagrams, 2D equipment layouts, cable sizing, Exi and grounding studies, and safety documentation (SRS, SIL, SIF). The final output was a coordinated construction package ready for contractor use.
